Rick Papaj is a licensed Professional Engineer with over 30 years of extensive experience in the civil/transportation industry. He has managed the design and construction of various highway, bridge and enhancement projects such as bicycle, pedestrian, and trail jobs, as well as being involved in State and Federal funding management and quality assurance, always with a focus on financial/fiscal responsibility.  

Rick had a long and happy career with the NYSDOT, where he worked for over 30 years in several different program areas. He retired as Project ManagementUnit Manager for the Region 4 Planning group, a role in which he was involved in the development of the Region’s Transportation Improvement Program, spanning seven years and overseeing nearly $500M in local highway and bridge projects.  

Currently employed at Ravi Engineering and Land Surveying as their Director of Transportation, Mr. Papaj is responsible for overseeing the proposal, development, management and inspection of various transportation and vertical service projects.In addition to his management skills and construction knowledge,Rickhas extensive building inspection experience, withnearly 30 years and over 2,500 inspections performed covering structural, mechanical, electrical, plumbing, and other interior/exterior elements for both residential and commercial properties.  

Not only is he a licensed PE, Rick is also a Licensed Building Inspector, Code Enforcement Official, and DHS FEMA Enter-On-Duty (EOD). He is also a current board member on American Society of Civil Engineers (ASCE), the American Council of Engineering Companies (ACEC), and is an active member of the American Public Works Association (APWA), NYS County Highway Association and NYSATE. 

Rick is involved in a number of charitable and political groups including: 

• Habitat for Humanity – Providing experience as a Certified Code Enforcement Official and his many years as a home inspector.

Rick is married to Brenda Porter. In his free time, Rick enjoys attending concerts, golfing, vacationing at his home in Florida, sipping scotch, exploring breweries, and promoting/supporting local businesses and charities. If there is an event going on in the City of Rochester, Rick is most likely there.
